It is the well established right of the people to petition to the legislative bodies for redressal of their grievances in the parliamentary system. In addition to the already existing system of presenting petitions of the people by the Members of the House during the period when the House is in session, the concept of e-petitions has been devised to reinforce the historic role of the House as the principal recipient of public petitions.

It establishes a direct link between the people and the Legislature and ensures a better understanding of the working of the Legislature. It is intended to provide citizens an electronic access to the Legislature throughout the year to find a quick solution to the public grievance with the Member concerned as a facilitator.

The petitions submitted are acknowledged immediately, processed and forwarded to the concerned authorities to ensure a prompt reply through mail. This will ensure greater accountability of the Executive to the people through the institution of Legislature..

General rules for petitions

(1) A petition must be respectful, decorous and temperate and not contain any unparliamentary
language or otherwise offend any rule or practice of the House.

(2) Application shall not be made by a petition for any grant of public money.

(3) It should not relate to a matter pending before a judicial or quasi-judicial authority.

(4) The petitioner should exhaust all the available channels at the local level.

(5) The Principal Petitioner must provide proof of his identification.

(6) The text of the grievance and action required in each petition shall not exceed 250 words in total.
